strategic quality planning

  The Policy Management (strategic
  quality planning) process is far
superior to a typical MBO program
that generally reviews results at the
end of the year. Policy management
is a proven, disciplined process that
  drives major improvements in the
  organization. It enables a compnay
  to become quality driven and
  customer driven.

strategic quality planning

Strategic quality planning is a business planning methodology used to formulate, deploy, and achieve business objectives by concentrating resources on priority items. It does not take the place of strategic planning, but instead offers the bridge from strategy to actions by linking business activities to the long term view of the company.

(a.k.a. policy management, policy deployment, Hoshin planning)
